STL defense challenges Alfa technical expert over reliability of assertions

A representative of the Alfa cellular network Thursday detailed his company’s evolving infrastructure to the Special Tribunal for Lebanon, illustrating the difficulties faced by investigators as they try to piece together call-data records in support of their case. The tribunal is interested in the location and configuration of Alfa’s cell sites as they existed in 2004 and 2005, during the period prosecutors claim they were able to identify and track the defendants as they plotted the assassination of former Prime Minister Rafik Hariri. Alfa is one of only two networks operating in Lebanon, and though it has turned over reams…

STL resumes public hearings with Alfa witness

After a week of closed sessions, the Special Tribunal for Lebanon resumed public proceedings Friday with testimony from a representative of the Alfa network. The prosecution has charged five members of Hezbollah with the 2005 assassination of former Prime Minister Rafik Hariri, and contends the conspirators planned the bombing on dedicated groups of prepaid cell phones. The evidence relies heavily on decade-old telecommunications records, which the prosecution says it has used to identify the defendants, trace their movements and unravel their circles of contacts. The anonymous witness was selected to represent Alfa, one of two mobile phone networks in Lebanon.…

STL holds fifth consecutive day of confidential proceedings

The Special Tribunal for Lebanon held a closed session Tuesday, its fifth consecutive day of confidential proceedings. Following the introduction of counsel, the court redacted its entire public broadcast save for brief announcements by the presiding judge. “All hearings and proceedings at the STL are held in open sessions - that is the rule,” tribunal spokesperson Wajed Ramadan told The Daily Star. “However, there are some exceptions. Judges may decide to hold a closed session if confidential matters need to be discussed.” The court has bestowed protective measures on a large number of witnesses, obscuring their faces and voices, and…

STL opens 2016 with evidence from investigator

The Special Tribunal for Lebanon opened 2016 with evidence from prosecutorial investigator Alasdair Macleod, whose inability or unwillingness to divulge information were the theme of the day’s proceedings. Having spent nearly a decade working on the case, Macleod has been employed by the tribunal since its inception. He worked for its predecessor, the United Nations International Independent Investigation Commission, from February 2006. Along with Lebanese authorities, the UNIIIC was responsible for earlier investigation into the February 2005 assassination of former Prime Minister Rafik Hariri. Defense counselors have repeatedly questioned the qualifications and experience of a number of investigators who have…

STL ends proceedings for 2015, doubt cast over analyst claims

The Special Tribunal for Lebanon concluded its proceedings for 2015 Wednesday with defense attorneys casting aspersions on the judgment of a prosecution analyst, contending she had made unwarranted assumptions from the evidence. Nicole Blanch gave evidence relating to her analysis of communications between Sami Issa and one of his former bodyguards. Prosecutors allege that Issa was actually a cover identity assumed by defendant Mustafa Badreddine, a senior Hezbollah military commander. He and four other men linked to the organization are being tried in absentia for the 2005 assassination of Rafik Hariri. The late prime minister was killed in central Beirut…

Another Issa acquaintance testifies at STL

Prosecutors at the Special Tribunal for Lebanon marched out another former acquaintance of Sami Issa Tuesday, as they continue to make their case that the name was used as a cover by defendant Mustafa Badreddine. Prosecutors allege that Badreddine posed as Sami Issa, a wealthy jeweler, in order to conduct surveillance activities. Badreddine serves as a military commander in Hezbollah, and is being tried in absentia for coordinating the Valentine’s Day assassination of former Prime Minister Rafik Hariri in 2005. Four other men linked with the group are also on trial for their involvement in the bombing. The witness testified…

At tribunal, defense has a go at interrogating Issa’s friend

Defense counselors for defendant Mustafa Badreddine cross examined a onetime friend of Sami Issa before the Special Tribunal for Lebanon Monday. Prosecutors contend Issa was a cover identity adopted by Badreddine.Last week the witness testified that he knew Issa socially between 2002 and 2010, when Issa broke off contact. That year, Badreddine’s name was leaked to local media as a potential suspect in the assassination of former Prime Minister Rafik Hariri. He was indicted the following June. Badreddine is allegedly a senior military leader of Hezbollah, and is being tried in absentia with four other men linked to the powerful…
