Press Release - International Day of the Disappeared
Open letter to the President of the Republic and the Prime Minister of Lebanon
Dear Mr. President, General Michel Aoun,
Dear Mr. Prime Minister Saad Hariri,
As every year on August 30, the whole world remembers the victims of enforced disappearance, this abominable crime that subtracts the victim from the protection of the law and places his/her family in an unbearable situation of expectation and uncertainty. Unfortunately, the practice of enforced disappearance was widespread in Lebanon during the civil war and thereafter.
The Lebanese Center for Human Rights (CLDH), pursuing the struggle of SOLIDA-France in this area, is urging you today to act without delay and to take the necessary measures to bring the answers expected for so many years by the families of the disappeared.
This drama - that has reportedly affected 17,000 people in Lebanon - has lasted for too long and the discovery, a few days ago, of the remains of the soldiers kidnapped by Daesh has only revived the pain of the families who are still without news of their loved ones.
As you know, hundreds of families continue to live in the hope of knowing the fate of their disappeared and seeing them return alive for those who were reportedly taken to Syria and whose number is believed to exceed 600.
This letter is not to explain a situation that you already know perfectly but to ask you to act immediately by putting on the agenda of the next Council of Ministers the following two subjects:
• Promulgation of the decree establishing the National Independent Commission for the Victims of Enforced Disappearances and the Disappeared, previously presented to the Council of Ministers by the Minister of Justice Chakib Qortaboui in 2012.
• Ratification of the "International Convention for the Protection of All Persons from Enforced Disappearance", signed by Lebanon in 2006, still awaiting ratification.
Lebanon has to do everything possible to provide answers to the families of the victims and to try to save those who are reportedly still alive in the Syrian jails.

ليوم الدولي لضحايا الاختفاء القسري
رسالة مفتوحة إلى رئيس الجمهورية ورئيس وزراء لبنان
فخامة رئيس الجمهورية العماد ميشال عون،
دولة رئيس مجلس الوزراء السيد سعد الحريري،
كل عام في 30 آب / أغسطس، يتذكر العالم ضحايا الاختفاء القسري، هذه الجريمة البشعة التي تحرم الضحية من حماية القانون وتضع أسرته في حالة من التوقع وعدم اليقين. للأسف أن ممارسة الاختفاء القسري كانت واسعة الانتشار في لبنان خلال الحرب الأهلية وما بعدها.
اليوم، يخاطبكم المركز اللبناني لحقوق الإنسان (CLDH)، الذي يواصل نضال سوليدا-فرنسا في هذا المجال، ليطلب منكم التصرف دون إبطاء واتخاذ التدابير اللازمة لتقديم الإجابات المتوقعة من الأهالي لسنوات عديدة.
لقد استمرت هذه المأساة التي أثرت على، 17000 ضحية في لبنان لفترة طويلة جدا، وليس اكتشاف رفات الجنود الذين اختطفهم داعش قبل أيام قليلة الا إنعاشا لألم العائلات التي لا تزال دون أخبار عنهم
كما تعلمون، لا تزال هناك مئات العائلات التي تعيش على أمل معرفة مصير أحبائهم ورؤيتهم على قيد الحياة لأولئك الذين نقلوا إلى سوريا والذين يتجاوز عددهم ال 600.
هذه الرسالة لا تهدف الى تفسير الوضع الذي تعرفونه تماما ولكن للطلب منكم أن تتصرفوا فورا وأن تضعوا على جدول أعمال مجلس الوزراء التالي الموضوعين التاليين:
• إصدار المرسوم المنشئ للجنة الوطنية المستقلة لضحايا الاختفاء القسري والمختفين ، وهو مرسوم قدمه إلى مجلس الوزراء وزير العدل السابق شكيب قرطبي في عام 2012.
• التصديق على "الاتفاقية الدولية لحماية جميع الأشخاص من الاختفاء القسري"، التي وقعها لبنان في عام 2006، والتي ما زلنا ننتظر التصديق عليها.
استمرت هذه الكارثة لمدة طويلة جدا، وعلى لبنان أن يبذل كل ما في وسعه لتقديم إجابات لأسر الضحايا ومحاولة إنقاذ أولئك الذين ما زالوا على قيد الحياة في السجون السورية.
وأرجو منكم أن تأملوا، فخامة الرئيس، دولة رئيس مجلس الوزراء، أحر تحياتنا.

Journée Internationale des victimes de disparitions forcées
Lettre ouverte au Président de la République et au Premier Ministre du Liban
Monsieur Le Président de la République, Général Michel Aoun,
Monsieur le Premier ministre Saad Hariri,
Comme chaque année le 30 août, le monde entier se remémore les victimes de disparitions forcées, ce crime abominable qui soustrait la victime à la protection de la loi et place sa famille dans une situation d’attente et d’incertitude insoutenable. La pratique des disparitions a malheureusement sévi largement au Liban pendant la guerre civile et par la suite.
Le Centre Libanais des Droits Humains (CLDH), continuant le combat de SOLIDA-France dans ce domaine s’adresse à vous aujourd’hui pour vous demander d’agir sans attendre et de prendre les mesures nécessaires pour apporter les réponses attendues par les familles depuis tant d’années.
Ce drame qui aurait touché 17 000 personnes au Liban n’a que trop duré, et la découverte des dépouilles des soldats kidnappés par Daesh il y a quelques jours n’a fait que raviver la douleur des familles qui sont toujours sans nouvelles des leurs.
Vous n’êtes pas sans savoir en effet, que des centaines de familles continuent de vivre dans l’espoir de connaitre le sort qui fut réservé aux leurs et de les voir revenir vivants pour ceux qui auraient été emmenés en Syrie et dont le nombre dépasserait les 600.
Cette lettre n’est pas pour vous expliquer une situation que vous connaissez parfaitement, mais pour vous demander d’agir immédiatement en mettant à l’ordre du jour du prochain Conseil des Ministres les deux sujets suivants :
• Promulgation du décret de création de la commission nationale indépendante pour les victimes de disparitions forcées et les disparus, décret présenté au Conseil des Ministres par le précèdent Ministre de la Justice Chakib Qortaboui en 2012.
• Ratification de la « Convention internationale pour la protection de toutes les personnes contre les disparitions forcées » que le Liban a signée en 2006 - et dont nous attendons toujours la ratification.
Ce drame n’a que trop duré et le Liban doit de faire tout ce qui est possible pour apporter des réponses aux familles des victimes et pour tenter de sauver ceux qui seraient encore en vie dans les geôles syriennes.
