Press Release from the Lebanese Center for Human Rights its Representation by its President, Mr. Wadih Al Asmar in the Brussels Conference on Supporting the Future of Syria and the Region.

The president of CLDH, Mr. Wadih Al Asmar was among those who participated in the Brussels Conference, held between the 12th and the 14th of March 2019 on Supporting the Future of Syria and the Region, representing the Lebanese Center for Human Rights (CLDH) and the Euro Mediterranean Human Rights Network. He participated, along with delegation of Lebanese NGOs, in the “Days of Dialogue” that preceded the conference. He had several interventions, and was a speaker on the Justice and Social Cohesion Panel. Some of the most notable things that he said on this panel include:
“Justice must not be a goal in itself, but rather a means to help restore the social contract which must bind every citizen to his/her country.”
“Reducing justice to a fake-looking comrade by amnestying everyone a priori, or by introducing of the shelf concepts, is a way to kill victims twice.”
“The victims need answers, reparations, but also accountability. Without accountability, justice loses its dissuasive utility, that which every society needs to guarantee the non-repetition of crimes.”
In addition, Mr. Wadih addressed the issue of the return of refugees to Syria explaining that any act of repatriation should begin with new-found trust between refugees and the Lebanese Authorities, on the one hand, and the cooperation between the Lebanese Authorities and the U.N. concerning their return, on the other. Furthermore, refugees should have the right to retain their status as such for a determined time, whenever they feel at risk of returning, or whenever they feel they have to come back to Lebanon due to their lives being at risk. Finally, Mr. Wadih states that it is mandatory to ensure the safety and protection of all those who return.
One of the most prominent questions raised by Mr. Wadih was “what are the monitoring mechanisms put in place by the U.N. to demonstrate what happens to Syrian refugees once they go back to Syria?”.

شارك السيد وديع الأسمر، مع وفد من الجمعيات اللبنانية والجمعيات الدولية العاملة في لبنان، في مؤتمر بروكسل الذي حصل بين 12 و14 آذار 2019، الذي يتعلق بدعم مستقبل سوريا والمنطقة، مُمثّلاً المركز اللبناني لحقوق الإنسان والشبكة الأورومتوسطية للحقوق. وكان له العديد من المداخلات في الحوار الذي سبق المؤتمر، كونه كان متحدّث في حلقة حوار خاصة حول العدالة والتماسك الإجتماعي في سوريا. من أبرز ما قاله خلال مداخلته:
"لا يمكن للعدالة أن تكون هدفًا بذاتها، بل عليها أن تكون وسيلة للمساعدة على إستعادة العقد الإجتماعي الذي يربط كل مواطن بدولته"
"إنّ التقليل من شأن العدالة عبر جعلها رفيق زائف يقدم العفو المسبق للجميع، أو تقديمها كمفهوم جامد، يؤدي إلى قتل الضحايا مرّتين."
"إنّ الضحايا – وأهالي المخفيين قسرًا – بحاجة إلى إجابات، إلى جبر الأضرار، وأيضًا إلى المساءلة. دون المساءلة تفقد العدالة فائدتها الردعية التي يحتاج إليها المجتمع من أجل ضمان عدم إعادة إرتكاب هذه الجرائم."
بالإضافة إلى ذلك، أثار السيد وديع الأسمر خلال المؤتمر موضوع عودة اللاجئين إلى سوريا، موضحًا أنّ العودة تكون أوّلاً ببناء الثقة بين اللاجئين السوريين والسلطات اللبنانية، وبالتعاون بين السلطات اللبنانية والأمم المتحدة لوضع إستراتيجية لدعم هذه العودة. ثمّ، على اللاجئين أن يتمتّعوا بحقّ الإحتفاظ بصفة اللّاجئ لوقت محدد، من أجل حمايتهم إن قرروا الإنتظار قبل العودة، أو الرجوع إلى لبنان إن كانت عودتهم إلى سوريا تشكل خطرًا عليهم. وأخيرًا، يؤكّد السيد وديع على ضرورة ضمان الحماية والأمان لكل من يعود.
وبالنهاية، طرح السيد وديع الأسمر العديد من الأسئلة، منها: ما هي آليات المراقبة التي وضعتها المفوّضية السامية للأمم المتحدة لشؤون اللاجئين لتبيان ما يحصل مع اللاجئين السوريين حينما يعودوا إلى سوريا؟
